This shouldn't be a cause for alarm for veteran players. Indeed, even those who have been playing for at least a year will have seen the colorful floating debris at least once before. Niantic Labs has implemented this celebration-tip-off years prior to the time of writing—meaning it has a standard set of circumstances that apply whenever it appears.

Simply put: when there's confetti falling from the sky in Pokemon GO, it's likely that there's an event going on.
Over the years, Niantic has implemented several tip-offs for players to notify them of exclusive or limited-time in-game event programming happening when they're scouting their neighborhoods. At times, this can also include fireworks, and the two tend to coincide whenever possible. It's not uncommon to only see one or the other, however.
Currently, Pokemon GO is celebrating the release of the Sinnoh-region remakes: Brilliant Diamond and Shining Pearl. These two titles are scheduled to hit shelves on Friday, Nov. 19.
Niantic is encouraging trainers to get into the spirit much earlier, however. The Sinnoh remake event features several Sinnoh-region native Pokemon appearing in larger numbers than usual—including new costumed starters and rare spawns like Riolu, Shieldon, and Cranidos.
The event will run through Nov. 21 so those who want to participate should jump in as soon as they can.
